Amendment 2:

No nuclear devices are to be used if nuclear warfare is not already present, and to never be used on homeland soil. The secretary of Warfare Command is the only one capable of initiating a nuclear device. However, a ⅔ vote from the rest of the council of cheese may change the tide, and use or not use a nuclear device.
