Amendment 6

Thy Tophatter is prohibited from starting a war, unless fighting in defense, against any other country, territory, or civilization while in power. If thy Tophatter does not obey this amendment, they shall be removed from office within one setting of the cheese moon. After they are removed from office, they shall undergo a court case deciding further punishment.This further punishment can and will be any punishment of that the judge decides, as long as it is reasonable and fitting for the situation.
