Science projects and legal funding must be disclosed to the Tophatian Scientific headquarters  to prevent any possible threatening or dangerous projects and unnecessary funding that could be created using the technology and capabilities of the multiple science teams of the Tophatian Union and as such no science teams that seek to prevent the discovery of the public could be seen as in ill intent and as such to prevent that occasion no projects may be made secret to the public and all Non-disclosure agreements-agreements signed to prevent any public disclosure of information aside form the ones signing the agreement- would be void in hopes of preventing this under the requirement of all agreements being lawful and with positive intent.
